Speaker’s Biography: Mr. Olivier Guyonvarch was born on August 18, 1965. He began his career in diplomacy in 1996 after being admitted to the French Ministry of Foreign Affairs. After two years of service in the Budget and Finance Department of the Ministry of Foreign Affairs (1996-1998), he was dispatched to Wuhan from 1998 to 2001 to serve as Deputy Consul and Director of the Office of the Consulate General. From 2001 to 2005, he returned to Paris and wrote for the Asia Department of the Ministry of Foreign Affairs. He was subordinate to the Southeast Asia Deputy Department and then the Far East Deputy Department (responsible for China affairs). From 2005 to 2008, he returned to China and served as a press and public relations counselor at the French Embassy in China. From 2008 to 2012, Mr. Olivier Guyonvarch served as the second head of the French Embassy in Singapore, responsible for analyzing and managing affairs. From 2012 to 2016, he returned to the headquarters of the Ministry of Foreign Affairs and served as the Deputy Director of Ocean Law, Rivers and Polar Law. During this period, as the head of the French delegation, he attended multiple international conferences and assisted in improving the legal framework for environmental protection in the oceans and polar regions. From 2016 to 2017, he was sent to the French Embassy in China as a counselor and ambassador advisor.
